This bike is for you, not someone else, so buy what _you_ want to buy.

I've test rode a Sportster 883. It's hard to say from just a short test ride, but I think that both the Sportster and the Savage 'shake' rather than 'vibrate'. It's more of a low frequency 'rumbling' than the buzzy feel you get from a lot of other bikes.

I don't think one is really much stronger than the other (but that test ride was 4 years ago so maybe I just don't remember).

If you really want a Harley, you'll never be truly happy with anything else - it'll always just be a substitute for "the real thing". On the other hand, if you're like me and you don't really care what the name on the side of the gas tank is, you'll probably be happy with either bike.

I do know this: if this is a first bike you probably want to get cheaper (in case you decide to sell it and buy something else, or decide you don't really like motorcycling). You can pick up a used Savage in great shape for maybe $2000 to $3000 - you sure can't do that with a Sportster.
